I am an Associate Professor at the Alberto Lleras Camargo School of Government, Universidad de los Andes in Bogota, Colombia. My current research focuses on security in the Western Hemisphere. I recently published a book on US military bases and “quasi-bases” in Latin America. I also study hierarchy in international relations, Latin American Foreign Policy, and Human Rights.
My research and academic activities have been funded by grants from Fulbright, the Tinker Foundation, the Kettering Foundation, the International Studies Association, the School of International Service at AU, the Colombian National Institute of Science (Colciencias), and the Universidad de los Andes in Colombia. I am the author of “The First Steps of Human Rights in Colombia” (2007, Universidad de los Andes Press, in Spanish).
